Official name: Interim Measures for the Management of Generative Artificial Intelligence Services
Citation: Cyberspace Administration of China and six other departments; published 13 July 2023; effective 15 August 2023
Year / status: In force since 15 August 2023. Interim rules issued by the Cyberspace Administration of China and six other departments.

What it does

The Measures apply to generative services that provide text, images, audio, or video to the public in China. Providers must use lawful training data, protect personal information, manage illegal content, label generated material, and complete security assessments and algorithm filings where the rules require it. Overseas services aimed at the Chinese public can be blocked.

Where it applies / status

Mainland China, for public-facing generative services. Internal research tools that are offered only inside an organisation sit outside the core scope as written.

Documented benefits or intended effects

Intended effects: a filing-and-content regime for generative models used by the public, and a paper trail for regulators. The Cyberspace Administration of China has published batches of filed services. Those batches are a registration record.

Caveats

These are interim measures under existing cyber, data, and personal-information laws. They set filing, content, labeling, and assessment duties for public generative services. Content rules reflect Chinese political and censorship law, which matters when comparing artificial-intelligence safety regimes.
